FP Organization Chart

Department of Facilities Planning, under the direction of Brenda Testa, consists of five functional areas. In addition, the Director provides a Facilities Management link to the Provost and Capital Planning in the University System of Maryland Office, and coordinates and provides staff support for the Facilities Council, the Facilities Advisory Committee, the Facilities Improvement Subcommittee and the College Park City-University Partnership.

Facilities Planning Units:

      

Space Planning and Leasing evaluates the utilization of the university’s facilities, makes recommendations for space allocation, and assists in the implementation of departmental reconfigurations and relocations. The Coordinator is responsible for negotiating and managing off-campus leases, ensuring a proactive relationship with customers and landlords.

Capital Programs coordinates the university's capital budget process by preparing: budget submissions; briefing material for annual budget hearings; facility programs that justify and describe capital projects ($1M +); and project cost estimates. The coordinator serves as a liaison to the State of Maryland Department of Budget and Management.

Campus Projects Planning and Design is responsible for idea generation or planning, project authorization and design for campus projects (up to $1M). In 2002, the unit managed 63 projects with total expenditures of $15,694,354. Staff members work with customers and internal service providers to develop the scope of work, budget and schedule for campus projects. The unit has a strong working relationship with the University Engineer and Campus Construction units in the Department of Operations and Maintenance.

Facilities Asset Inventory maintains an asset information system for university facilities, infrastructure and grounds. Staff members manage the facilities and room inventory systems, AutoCAD mapping and utility systems, architectural floor plans (AutoCAD as-built drawings, CAD and manual small-scaled drawings), and the archival facilities project files. Campus Development provides professional services related to campus master planning, district plans, site evaluation and programming, design review/guidelines and campus landscape projects. The coordinator serves as UM's liaison to the Maryland Historic Trust, the City of College Park Advisory Planning Commission and local neighborhood associations.
